ABSTRACT This study aims to analyze the experiences of individuals involved in a project that had to quickly transition to remote work during the COVID-19 pandemic. Data were collected in late 2020, a period when remote work was intensive, and effective drugs and vaccines against SARS-CoV-2 virus were not yet available. To collect the data, a link to a questionnaire was made available in project management groups on social networks. Out of a total of 162 voluntary respondents, data from duplicate records and those who were not involved in the project during the pandemic were excluded, resulting in 134 valid responses. The focus was on the perception of remote work in relation to project success criteria and respondent profiles. Data analysis was conducted using an ordered classification method, utilizing Likert frequency counts, data segmentation, and the k-modes clustering method, supported by the R programming language. The findings indicate that remote work has a positive influence on project performance. However, the impact varies across different respondent profiles. Data segmentation suggests that male participants, unmarried respondents, individuals without children or elderly dependents, those without a dedicated workspace, and project managers (when compared to team members) perceive remote work to have a less favorable impact on project success. In the cluster analysis using k-modes, data was organized into two clusters, and it was observed that within Cluster 2, which had a comparatively lower perceived performance, there were more components with similar profiles highlighted in the data segmentation analysis. This suggests that the multi-factorial effect is consistent with the individual segmentation of each profile variable. These insightful findings have significant implications for the development of tailored project continuity plans, particularly in situations requiring a swift transition to remote work. The study’s main contribution lies in its innovative approach to distinguish between participant profiles, providing valuable insights into various criteria for project success.

ABSTRACT Selecting the naval components to be part of a task force is a typical setting decision problem wherein each component of the task force should complement the others. This decision situation calls for the use of outranking modeling tools instead of the additive ones, which are usually used when selecting group components. This study applies Electre I to develop an original approach to this hypothetical problem: the composition of the Amphibian Readiness Group, used in the United States. Despite being a hypothetical decision situation, the work uses real data from American media. We use Electre I because it is a native outranking multicriteria decision method, designed to address choice decisions. Moreover, we take the support of The Visual Outdeck web app (Outranking Decision and Knowledge app) to implement the model and the Electre I multicriteria algorithm and a sensitivity analysis of the results regarding the weights and the agreement and disagreement cut-off levels. Further we apply the same input data to an additive decision algorithm, allowing comparison of the results. Consequently, we established the setting of the task force by utilizing elements that optimally complement the others in the task force configuration. Furthermore, the study finds that this task force differs from the one that should be constituted using traditional additive modeling. Purpose: Multicriteria methods have gained traction in both academia and industry practices for effective decision-making over the years. This bibliometric study aims to explore and provide an overview of research carried out on multicriteria methods, in its various aspects, over the past forty-four years. Design/Methodology/Approach: The Web of Science (WoS) and Scopus databases were searched for publications from January 1945 to April 29, 2021, on multicriteria methods in titles, abstracts, and keywords. The bibliographic data were analyzed using the R bibliometrix package. Findings: This bibliometric study asserts that 29,050 authors have produced 20,861 documents on the theme of multicriteria methods in 131 countries in the last forty-four years. Scientific production in this area grows at a rate of 13.88 per year. China is the leading country in publications with 14.14%; India with 10.76%; and Iran with 8.09%. Islamic Azad University leads others with 504 publications, followed by the Vilnius Gediminas Technical University with 456 and the National Institute of Technology with 336. As for journals, Expert Systems With Applications; Sustainability; and Journal of Cleaner Production are the leading journals, which account for more than 4.67% of all indexed literature. Furthermore, Zavadskas E. and Wang J have the highest publications in the multicriteria methods domain regarding the authors. Regarding the most commonly used multicriteria decision-making methods, AHP is the most favored approach among the ten countries with the most publications in this research area, followed by TOPSIS, VIKOR, PROMETHEE, and ANP. Practical implications: The bibliometric literature review method allows the researchers to explore the multicriteria research area more extensively than the traditional literature review method. It enables a large dataset of bibliographic records to be systematically analyzed through statistical measures, yielding informative insights. Originality/value: The usefulness of this bibliometric study is summed in presenting an overview of the topic of the multicriteria methods during the previous forty-four years, allowing other academics to use this research as a starting point for their research.

Abstract Paper aims This study describes a qualitative analysis methodology, proposing measurement of the degree of influence of factors acting in project management. Originality A multidisciplinary approach explores a path not previously addressed by methodologies commonly associated with project management. Research method The De Borda method was used on the results collected from a survey composed of two samples, and showed a strong correlation between them. Main findings The results suggest the need to adapt certain project management practices in a given environment, in order to preventively guarantee the success of a project during its execution. The Interpersonal Skills, with Tools and Methods, and Top Management Support are the most influential in project deployment of specific samples. Implications for theory and practice It covers part of the existing gap regarding the lack of knowledge on the intensity of the effects of active factors in project deployment. Researchers will be able to enhance said factors, understanding which factors determine, preventively, project success.

RESUMO No ambiente da gestão de bibliotecas, vem à tona a seguinte questão: como avaliar a satisfação dos usuários com os serviços prestados pelas bibliotecas? Este artigo propõe e aplica um modelo para a avaliação da satisfação dos usuários quanto aos serviços oferecidos por uma biblioteca e, também, identificar o grau de importância dos diferentes aspectos deste tipo de serviço. Para isto uma revisão sistematizada da literatura foi desenvolvida a fim de dar suporte à construção do modelo. Esta revisão foi especialmente útil para definir o conjunto de critérios de avaliação e para a elaboração do instrumento de coleta, o qual foi aplicado a uma amostra composta por 117 usuários de uma biblioteca especializada na área de tecnologia nuclear, dos quais retornaram 94 formulários. Os dados coletados indicaram a importância e o desempenho de cada um dos aspectos considerados no questionário, apontando os critérios nos quais os usuários ficaram mais satisfeitos foram a conservação e a adequação do acervo. Por outro lado, os resultados também mostraram que atualização e cobertura internacional do acervo são os aspectos prioritários para ações de melhoria, visto que são aqueles em que os usuários estão menos satisfeitos e também são aqueles que os usuários consideram mais importantes. Destacam-se como contribuições da pesquisa: o conjunto de critérios; o instrumento de coleta; e, a proposta para tratamento dos dados.

ABSTRACT Nowadays a question arises: how to evaluate the users’ satisfaction regarding the services provided by a library? This paper aims to propose and apply a model for evaluating the satisfaction of the users of a library, regarding the library services. The proposal should be divided into three steps: a systematized literature review that has supported the construction of a questionnaire; a data collection though applying the questionnaire to a sample; and, the analysis of the data collected. In the first step, it was performed an extensive and systematized literature review on the bases Scientific Electronic Library Online - SciELO, Scopus and ISI Web of Science was developed to support the construction this model. The results from the literature review were the input for defining the set of evaluation criteria and to prepare a questionnaire for evaluating the users’ satisfaction. In the second step the questionnaire was applied to a sample by users of a library specialized in the field of nuclear technology, in Rio de Janeiro Brazil. In the third step, the data collected were complied and analysed though statistical frequency analysis. The sample was composed of 117 respondents of whom 94 returned forms. The results indicated that the criteria on which the library best performed were the conservation and adequacy of the collection. In the other hand, the results also have shown that the update criteria and international coverage of the collection are the ones that have should receive more attention, once they were perceived as having low performance and high importance for the users’ satisfaction. The main contributions of this research are: the criteria set and the frame for performing the survey and the way data were analysed.

ABSTRACT How to measure the perceived influence of a course on its alumni skills? This paper describes the use of CPP-TRI as a tool to face this problem. The method was applied here in the context of a M.Sc. course evaluation. Levels of impact and importance previously determined for different features provide the framework for the analysis. Classifications by different groups of evaluators are combined. Taking into account the subjectivity in the assessments, CPP-TRI treats them as realizations of random variables. The combination of the evaluations is performed by computing joint probabilities, what avoids the assignment of weights to evaluators. Interval classifications between a hostile and a benevolent limit are provided offerings the educational evaluator a deeper understanding of the results. An additional study is here performed on the classification of the features. A total of sixteen features are sorted.

Este trabalho tem como objetivo propor uma solução multicritério para a problemática de escolha múltipla dentro do mesmo problema decisório, partindo da hipótese de que as n melhores alternativas em uma ordenação não são necessariamente o melhor conjunto de n alternativas. Por meio de uma pesquisa experimental, simula-se um problema de recrutamento, onde se deseja escolher três candidatos entre dez. O MEM – Multiplex Electionis Methodus – oferece uma solução para esse problema partindo da modelagem tradicional dos problemas decisórios, com matriz de pagamentos e vetor de pesos, e agregando uma matriz de complementaridade entre critérios. Os resultados apontam que a melhor opção tripla não são as três opções melhores colocadas em uma ordenação simples e cumpre-se o objetivo do trabalho ao confirmar a hipótese declarada, contrariando a decisão intuitiva de admitir que as n primeiras alternativas são o melhor conjunto de n alternativas.

This research paper aims to propose a multicriteria solution to the multiple-choice problematic within the same decision problem, based on the hypothesis that the ‘n’ best alternatives in a ranking listing are not necessarily the best set of ‘n’ alternatives. Through experimental research, a recruiting problem where three candidates should be chosen from a set of ten is simulated. MEM - Multiplex Electionis Methodus – offers a solution to this problem starting from the traditional modeling of the decision problems, with a payment matrix and weights vector, and aggregating a matrix of complementarity among criteria. The results show that the best triple set is not the set of the three best ranked options in a simple ranking list, thus fulfilling the research paper’s objective by confirming the stated hypothesis, thereby contradicting the intuitive decision based on the assumption that the ‘n’ first alternatives compose the best set of ‘n’ alternatives.

This work proposes and applies an approach to evaluate perceptions about the effects of Professional Master's Degree in Engineering over the professional performance of their alumni. The proposal is based on a trichotomous outranking multicriteria method, called ELECTRE TRI (Mousseau et al., 2000). An application of the proposal has been made, catching the perceptions from students and professors of a Brazilian course of a Professional Master in Production Engineering, also from chiefs these students and coordinators of courses of Professional Masters of a similar range. The set of criteria was based on literature review and refined by opinions from specialists. The participants of the research were asked about their perceptions on importance degree of criteria and level of influence of the course upon the alumni' skills, from each criterion considered in the survey. The results obtained from each group were compared. Additionally a sensibility analysis was carried on the results.

A utilização de métodos multicritério no planejamento e gestão da indústria de petróleo e gás tem sido estudada por alguns autores. No entanto, esses estudos encontram-se distribuídos de forma dispersa na literatura, o que torna difícil uma visão panorâmica a respeito do tema. Objetivando fornecer uma visão sistemática sobre esse assunto, este artigo apresenta um estudo sobre as publicações no âmbito da aplicação de métodos multicritério ao planejamento e gestão da indústria de petróleo e gás. Foram analisados 48 artigos, selecionados através de uma pesquisa sistemática efetuada nas bases Scopus e ISI (Web of Knowledge). Dentre os resultados do estudo, destaca-se que o método multicritério AHP (Analytic Hierarchy Process) foi o mais utilizado. Outro resultado de destaque é que a maioria das aplicações estavam relacionados a: petróleo, atividades de midstream e instalações onshore.

The application of multicriteria methods in the planning and management of the oil and gas industry has been studied by various authors. However, these studies are distributed in a scattered manner in the literature, which creates difficulties in obtaining an overview. To provide a systematic view on this matter, this paper presents a bibliographical mapping of papers that approach the use of multicriteria methods for planning and management in the oil and gas industry. The reviewed documents were selected through a search in the Scopus and ISI (Web of Knowledge) databases. Among the study results, it is found that the most commonly used multicriteria method was AHP (Analytic Hierarchy Process). Furthermore, it is observed that the majority of multicriteria method applications are related to oil, midstream activities and onshore facilities.

É crescente o uso de meios de pagamentos eletrônicos no sistema econômico. Este trabalho realiza um estudo que compara os resultados da aplicação de diferentes métodos de apoio multicritério à decisão (AMD) à avaliação das três tecnologias de pagamento eletrônico mais comumente utilizadas no Brasil. Para isso utiliza-se um conjunto de métodos: THOR (S1, S2 e S3), ELECTRE (I e II) e PROMETHÉE II. Os resultados da modelagem indicaram que não há uma prevalência significativa de uma alternativa, ou seja, uma tecnologia, sobre as outras. A adoção da abordagem multimétodos possibilitou uma análise de sensibilidade que fundamentou a escolha do decisor e possibilitou encontrar uma pequena vantagem de uma tecnologia. Entretanto, salientou ser essa vantagem mínima, o que ajuda a explicar a adoção dessas três tecnologias nos pagamentos eletrônicos.

Currently, there is an increase in the usage of electronic payment devices, reflecting a market trend. This paper presents a study that compares the results of applying different multicriteria decision aid (MCDA) methods to evaluate the three types of electronic payment technologies that are most commonly used in Brazil; the results are used to create a decision maker for choosing one method from among these three alternatives. To achieve this objective, this paper uses a set of methods: THOR (S1, S2 and S3), ELECTRE (I and II) and PROMETHÉE II. The results indicate that there is a slight prevalence of alternative technology. The adoption of multi-methods in this approach provided a sensitivity analysis that justified the decision maker's choice, revealing the slight advantage of one technology. However, this advantage was minimal, which could justify the adoption of all three technologies for electronic payment devices.

O presente trabalho tem por objetivo principal estabelecer um mapeamento da produção científica publicada no Brasil e definir um núcleo inicial de referências bibliográficas para desenvolvimento de pesquisas em Data Mining. O mapeamento contemplou 48 artigos, distribuídos em 28 diferentes periódicos, que foram selecionados a partir do conteúdo disponível na base SCIELO. O objetivo secundário é apresentar algumas reflexões no viés da Engenharia de Produção. A amostra avaliada teve cerca de 8% de artigos publicados em periódicos indicados pela ABEPRO.

The main objective of this paper is to establish a mapping of the scientific production published in Brazil and a starting core to a set of references in the development of research in Data Mining. Mapping included 48 articles, distributed in 28 different journals, which were selected from the content available on the SCIELO database. At the end, some comments are presented on the bias of Production Engineering.

O propósito deste trabalho é o de mostrar como a Nova Gestão Pública, ao incorporar ferramentas e pontos de vista oriundos da iniciativa privada, abre espaço para maior atuação dos engenheiros de produção no Estado. Na introdução é apresentada uma contextualização histórica da evolução da gestão pública, desde o modelo patrimonialista, passando pelo modelo burocrático e pelo gerencial, até a assunção da Nova Gestão Pública. É também apresentada uma contextualização histórica da própria Engenharia de Produção. A busca por interfaces entre esses dois campos do conhecimento se deu a partir de uma investigação teórica, na qual se procurou entender quais práticas de gestão estariam associadas, simultaneamente, a elementos da Engenharia de Produção e da Nova Gestão Pública. Os resultados dessa investigação nos mostram que essa interface atinge todos os elementos da Nova Gestão Pública e todas as subáreas da Engenharia de Produção.

The purpose of this paper is to show how New Public Management, by incorporating tools and views from the private sector, makes room for a larger role for production engineers in the government. The Introduction presents the historical context of public management evaluation since the emergence of patrimonialist model, through the bureaucratic and managerialism models, to the rise of New Public Management. The historical context of the development of Production Engineering is also presented. The search for interfaces between these two fields of knowledge arises from a theoretical investigation in which we try to understand which management practices were associated, simultaneously, with elements of Production Engineering and New Public Management. The results of this investigation reveal that this interface affects all elements of New Public Management and all sub-areas of Production Engineering.

Este trabalho tem por objetivo apresentar um modelo multicritério de autoavaliação para a obtenção da classificação do desempenho organizacional à luz das práticas de excelência em gestão. O modelo multicritério proposto se baseia na aplicação do método ELECTRE TRI na obtenção de graus de credibilidade e classificações do desempenho organizacional. Foi efetuada uma aplicação com o objetivo de experimentar a aplicação do modelo proposto. Nessa aplicação, as escalas de avaliação basearam-se em Likert (1932) e os critérios adotados foram inspirados nos seguintes prêmios de excelência em gestão: Prêmio Deming, Malcolm Baldrige, Europeu e PNQ. Como resultado foi possível obter a classificação e, também, identificar os critérios de excelência a serem priorizados, para a elevação da classificação alcançada pela organização.

This paper aims to present a multicriteria model for evaluating and classifying organizational performance with respect to the best practices in management. The proposed multicriteria model is based on the ELECTRE TRI method for obtaining degrees of credibility and ratings of organizational performance. An experimental study was conducted to investigate the application of the proposed model. Rating scales, based on Likert (1932), were used and a set of criteria was inspired by the following awards for management excellence: the Deming Prize, the Malcolm Baldridge Award, the National Quality Award and European Quality Award. As a result, it was possible to obtain a classification and to identify the criteria of excellence that should be prioritized to improve the classification achieved by an organization.

Apesar do reconhecimento do escritório de gerenciamento de projetos (EGP) como uma unidade de promoção da maturidade e para o alcance da eficácia em gerenciamento de projetos, sua implantação nas organizações muitas vezes não é bem sucedida. Este artigo objetiva analisar as melhores práticas em implantações de EGP que contribuem, de uma forma geral, para a otimização dos processos do negócio e dos resultados da organização. Através de uma revisão da literatura, propomos um conjunto de melhores práticas e os critérios para avaliação da eficácia na implantação de EGP. Com isto, realizou-se uma pesquisa de campo utilizando-se um questionário de pesquisa, onde foram levantadas as aplicações dessas melhores práticas e o sucesso dos EGPs para um determinado grupo de organizações. De posse desses dados, foram identificadas as melhores práticas mais aplicadas em implantação de EGP. Em seguida, foi realizada uma análise estatística que evidenciou 14 melhores práticas que comprovaram aumentar o sucesso na implantação do EGP.

Despite the recognition of the Project Management Office (PMO) as a unit to promote maturity in project management and increase the success of projects, its implementation in organizations is often not successful. This research analyzes the best practices of successful PMO implementations, thereby increasing their likelihood of success. Through a literature review, best practices and criteria for measuring success were identified. Through a field survey with questionnaire use, these best practices and PMO success were raised to a group of organizations. Best practices most applied in PMO deployment were identified through these data. Statistical analysis revealed that 14 best practices increase the PMO implantation success.

Este trabalho apresenta um modelo para suporte à gestão organizacional com foco em autoavaliação fundamentado nos critérios dos principais prêmios de excelência em gestão internacionais e do Brasil. Esta proposta teve por finalidade permitir avaliações personalizadas de desempenho do sistema de gestão e da importância para a organização das práticas de excelência em gestão preconizadas por tais prêmios. O método de pesquisa constituiu-se em fundamentação teórica, análise comparativa de três dos principais prêmios de excelência em gestão internacionais e do Brasil e experimentação do modelo proposto em uma indústria do segmento de malharia. A aplicação do modelo proposto possibilitou uma avaliação personalizada do desempenho do sistema de gestão da organização objeto de estudo e, também, da importância atribuída às práticas de excelência em gestão abordadas nos critérios. O contraste entre desempenho e importância permitiu a identificação de pontos organizacionais prioritários de melhoria da organização.

This project aims to present a sample to support organizational management focusing on self-evaluation based on the criteria of the most important international and national excellence awards in management. The objective of the sample was to allow for customized evaluations of performance regarding the management system as well as evaluations of the importance of management excellence practices to the company preconized by those awards. The research methodology was based on a theoretical foundation, comparative analysis of the three main Excellence Awards in Management in Brazil, and on the experiment of the sample proposed in a knitted fabric textile industry. The sample proposed has allowed for a customized performance evaluation of the management system of the company used as the object of study, and the importance of the management excellence practices involved in the criteria. The contrast between performance and importance has allowed defining the major organizational aspects aiming at the company's improvement.
